USCSofficials in Florida seized over 7.0 kilograms of methamphetamine fromcommercial aircraft in 2001, and federal, state, and local law enforcementofficials seized 10.4 kilograms of methamphetamine transported on commercialaircraft as part of Operation Jetway in 2001. According to FDSS data,the amount of methamphetamine seized by federal law enforcement officials inFlorida fluctuated but increased dramatically overall from nearly 10 kilogramsin 1997 to 85 kilograms in 2001. State and local law enforcement officials in Florida report that mostindividuals arrested for possession of methamphetamine also possess other drugs,including illegally obtained pharmaceuticals, at the time of their arrest. Operation Jetway data indicate that in 2001 law enforcementofficials in Florida seized over 45 kilograms of drugs, primarily cocaine,marijuana, and heroin that were being transported on commercial buses. Thirty percent of NDTS respondents nationwide reported methamphetamine as the drug that takes up the most law enforcement resources, second only to heroin. The number of methamphetamine laboratories seized in Florida is actually higher than the number cited by EPIC, primarily because state and local law enforcement officials are not always required to report their seizures.

In areas like Kalamazoo County, meth is so prevalent that it has been dubbed the meth capital of the U.S.. However, some labs still exist in America and are responsible for some of the meth being dealt on the streets or sold online. Many of these labs are located in other countries like Mexico and the meth is trafficked into the U.S. illegally. Historically, meth was even distributed during World War II to enhance soldier alertness—evidence of its deep and dangerous roots. Long-term use has been linked to severe health problems, neurological decline, and death.

Distribution

Health Department officials attribute thespread of hepatitis A to methamphetamine abusers with poor hygiene.Methamphetamine abusers reportedly have infected other members of theirhouseholds through poor food handling practices. Drugtreatment providers report that most methamphetamine abusers in Florida snortthe drug, at least initially. The Bakersfield Police Department reported that, aside from marijuana, meth made up about 75% of all drugs seized in the city in 2018. The survey alsoindicates that 8.3 percent of the students reported lifetime cocaine use, 4.0percent reported current cocaine use, 3.7 percent reported lifetime heroin use,and 7.6 reported lifetime methamphetamine use.

In southern Florida methamphetamine isinfrequently available but availability is increasing.

National Outlook: Are We Turning a Corner?

According to the National Institute on Drug Abuse (NIDA), an estimated 2.6 million people in the United States reported using meth in the past year . Nationally, methamphetamine use has been on the rise for the past decade. While tourists flock to its shores for picture-perfect vacations, a significant portion of the state’s population grapples with the devastating effects of meth abuse. The group plans to start a recovery house for methamphetamine addicts and a new court-ordered methamphetamine class, Combee said.

According to the 2017 National Drug Threat Survey (NDTS), nearly 30 percent of responding agencies reported that methamphetamine was the greatest drug threat in their areas. Mexican criminal groups and local independentdealers as well as Hispanic gang members usually distribute methamphetamine atopen-air drug markets and on street corners. Federal,state, and local law enforcement officials report that Mexican criminal groupsoften hire male Mexican couriers, but Caucasian females are used at anincreasing rate because they are believed to attract less attention from lawenforcement officials. Many local officials in northern and central Florida report having seized more methamphetamine laboratories in 2002 than in any prior year. Children, law enforcement personnel, and local residentsincreasingly are exposed to the dangers posed by the explosive and toxicchemicals used to produce methamphetamine. The percentage of drug-related federal sentences in Floridainvolving methamphetamine was significantly lower than the national percentageeach year from FY1997 through FY2001.

California: A Persistent Crisis in the West

(See Table 3 in Overviewsection.) The number ofmethamphetamine-related treatment admissions per 100,000 population (4) inFlorida was dramatically lower than the number per 100,000 population nationwide(32) in 1999, the most recent year for which these data are available. According to TEDS data, thenumber of methamphetamine-related treatment admissions increased from 379 in1997 to 467 in 2001. Treatment data indicate that there are fewermethamphetamine-related admissions to publicly funded treatment facilities inFlorida than for cocaine, heroin, or marijuana. However, the harsh chemicals used to producemethamphetamine damage the nasal passages, forcing abusers to resort to smokingor injecting the drug. Crystalmethamphetamine typically is administered by smoking using a glass pipe,although some abusers inject the drug. They typically sell pound quantities of methamphetamine to Caucasian and Mexican criminal groups who then sell ounce quantities to local independent Caucasian and Mexican dealers, the dominant retail distributors in the state.

States with The Highest Crystal Meth Use

Mexican DTOs and criminal groups are the dominant producers of methamphetamine in California, Mexico, and southwestern states. Most ofthe toxic residue from methamphetamine production is dumped in the local area,killing vegetation and contaminating water supplies and soil. Methamphetamine laboratories create 5to 7 pounds of toxic waste for every pound of methamphetamine produced. Many methamphetamine abusers andproducers also commit crimes such as spousal abuse and child neglect. Nonetheless, thenumber of federal sentences involving methamphetamine in Florida increaseddramatically from 65 in FY1997 to 106 in FY2001. DEA reported that methamphetaminetypically sold for $70 to $100 per gram and $250 per one-eighth ounce (8-ball)statewide during that period.

Methamphetamine is frequently abused in rural areas in Florida,and is increasingly abused in suburban and metropolitan areas. Methamphetamine poses a serious and increasing threat to Florida and is a major public health problem in some areas of the state. In 2021, 32,537 people died from an overdose involving psychostimulants, according to CDC data. It can cause extreme weight loss, addiction, and severe dental problems, anxiety, changes in brain structure and function; memory loss; sleeping problems; paranoia; violent behavior; and hallucinations. It was developed in the early 20th century from its parent drug, amphetamine and used in decongestants and bronchial inhalers. “A few decades ago, most of the meth consumed in the U.S. came from domestic producers utilizing more straightforward synthesis routes but at much smaller scales, often using ephedrines from cold medications.

Meth addiction is a major problem nationwide and if you’re addicted to meth, there is help available for you. Deficit hyperactivity disorder (ADHD) medications are sometimes abused in tandem with meth, complicating the landscape. Meth use is increasing the burden on health care systems and mental health treatment providers, especially in low-income and underserved communities.

It is expected that drug traffickers are sending bulk shipments of meth straight to North Carolina from Mexico. The DEA office in Greensboro reported having a 2,000% increase in meth seizures since the fiscal year 2017. A majority of the meth in Illinois is trafficked through by Mexican drug cartels. The top counties in Indiana with meth lab seizures were Delaware, Vigo, Knox, Bartholomew, and Jackson. Opioids are a much larger problem in New York and usually take the headlines over methamphetamine.

Over 527kilograms of drugs, primarily cocaine, heroin, and marijuana, were seized onFlorida roadways as part of Operation Pipeline in 2001. In 2001 the Florida Legislature authorized the creation of a3-year pilot program in Orange County to intercept illicit drugs sent viapackage delivery services. Many of these conveyances also are used to transport illicit drugs from Florida to other states and cities–particularly New York and Atlanta–that serve as major transportation hubs and distribution centers for various illicit drugs. Drug transporters frequently use maritime vessels, commercial and private aircraft, and package delivery services to smuggle illicit drugs into Florida. This ethnic diversity, coupled with a high population density, allows members of Colombian, Dominican, Mexican, Jamaican, and other foreign drug trafficking organizations (DTOs) and criminal groups to blend easily with law-abiding members of the community.

Abuse

The ADAM program–administered by the National Institute ofJustice–tracks trends in the prevalence and types of drug use among bookedarrestees in selected urban areas of the United States. Inmates in Florida state prisons are incarcerated more often fordrug offenses than for any other single offense. Bloods and Crips originated in Los Angeles and are two of thelargest and most violent associations of criminal street gangs in the UnitedStates. Gang members often are heavilyarmed, and they frequently use weapons to commit drug-related crimes, includinghomicide, assault, and armed robbery. Russian, Israeli, and western European DTOs and criminal groups aredominant wholesale MDMA distributors in Florida. Mexican criminal groups along withJamaican criminal groups also dominate the wholesale distribution of marijuanastatewide.

Because of the drug’s high potential for misuse, it is rarely prescribed for these treatments meth capital of florida and is prescribed in very low doses. Furthermore, California and Texas, two border states have the highest number of users, which suggests there is a link between the flow of drugs and states with the most users. Customs and Border Protection (CBP) officers have seized 123,573 pounds of meth at the southern border. There is a substantial flow of drugs entering the country from Mexico as U.S. “Drug traffickers have also figured out how to improve on synthesis so they can produce more potent products. The methamphetamine sold today is cheaper, purer, and more potent—and in these terms, more dangerous—than ever before.
